一般人在对“科学”这个词的理解，可能理解为“人类已经找到的代表现实的真理知识内容”（具体的科学知识）或“科学真理的理论”（科学理论体系），也可能是“如何找到并区别称为科学知识及科学理论的方法”（科学方法和科学精神），在后者中，可能也包含科学哲学。事实上，科学的存在和发展中一个永恒的问题是标准与创新的矛盾。一方面，科学知识的出现必然形成相关的评判正误的标准，另一方面，科学知识出现的过程就是对原有标准突破过程，因此也必然受到原有标准的限制或压制。

竹山县政府办消息[网络通讯员 陈太平]近日，在竹山县黄龙滩库区居住20多年的楼台乡农民陈同庆喜迁新居后，正忙着给嫁接的冬枣除草、施肥。与他一样，该县黄龙滩库区千余移民迁出库区，靠发展绿色产业闯富路。
黄龙滩水库始建于上世纪七十年代，因库区生态环境恶劣,地质滑坡垮塌严重，库区移民缺乏基本的生存和发展空间。为缓解黄龙滩库区移民对生态环境的压力，该县在鲍竹路等公路沿线新建移民小区，并补助600多万元扶持他们易地搬迁建房。
竹山近6万农户散居在山区，其中部分农户分布在库区、自然保护区或偏远的高山地带。由于农村群众传统的耕作方式和落后的生活方式的影响，对当地的生态环境造成极大破坏，导致森林植被减少，水土大量流失，水质受到污染。为此，该县确立了实施生态移民工程，将分布在库区、自然保护区和偏远山区的农户逐步迁出，从根本上解决生态退化和农民生活贫困两难的矛盾。
为保护迁出地的生态环境，该县出台生态移民奖励政策，鼓励农民异地搬迁。柳林乡地处堵河源自然保护区，是国家南水北调中线工程的重要水源区。该乡从去年起每年举行一次生态保护大会，并从财政收入中拿出10万元设立生态移民奖励基金，鼓励农民迁出保护区。目前，位于堵河源核心保护区的民主、墨池和龙石坪等4个村18户农民先后下山定居。
这些需要搬迁的农户大多数家庭贫困,为此该县把生态移民与扶贫开发、移民新村建设与新农村建设有机结合，整合资源扶持移民发展绿色产业、建设生态经济庭院，确保移民迁得出、稳得住、能发展。圣水茶场在该县秦古镇大观山茶叶基地建起两座花园式小区，无偿提供给得胜、大庙等乡镇偏远山区迁来的32户移民居住。此外，茶场还为移民扶持种苗和化肥，并将1200亩茶园以承包种植的方式分散给农户经营。移民高瑞聪种植50亩茶园，年收入达6万元。
目前，该县已实施生态移民1万多人，有效缓解了迁出地的生态压力，也带动了移民开发区的生态建设。到今年初，该县已累计实施退耕还林面积27.3万亩，新建林特产业基地3万亩，森林覆盖率提高了12.8%。生态环境改善推动了该县生态水电大县建设进程，全县水电总装机达10万千瓦，仅柳林乡境内20多条河流已开发大小水电站18座，年售电收入3000多万元，昔日的“穷山恶水”变成了“金山银水”。在北部楼台和西部宝丰、溢水等乡镇移民安置点，多数移民户用上了沼气、太阳能等新型能源，建成沼气生态农业庭院，依靠发展冬枣、茶叶、蔬菜等绿色产业走上了致富路。
