最近,党中央作出部署,决定在全党开展以实践“三个代表”重
要思想为主要内容的保持共产党员先进性教育活动。开展保持共产党
员先进性教育活动是近阶段我县的头等大事。根据省委、市委的指示
精神,为切实抓好保持共产党员先进性教育活动,县委决定今天召开
工作会议,对开展教育活动进行全面部署。下面我讲四个方面的问题:
一、充分认识开展保持共产党员先进性教育活动的重要性和必要性
先进性是我们党的生命所系、力量所在。加强党的先进性建设,始终
是我们党生存、发展、壮大的根本性建设。抓住了先进性建设,就抓
住了党的建设的根本,是加强党的执政能力建设,巩固党的执政地位
的关键。在全县开展保持共产党员先进性教育活动,坚持用“三个代
表”重要思想武装全党,事关全局,事关长远,事关根本,意义十分
重大。
(一)开展保持共产党员先进性教育活动是党中央作出的一项重大
决策。201X年11月,党的十六大报告作出了关于要“在全党开展以
实践‘三个代表’重要思想为主要内容的保持共产党员先进性教育
活动”的决定之后,党中央把这项工作摆上了重要议事日程。201X
年1月,中央政治局常委会和中央党建工作领导小组召开会议,研究
通过了保持共产党员先进性教育活动的试点工作方案,同年2月,中
组部召开了保持共产党员先进性教育活动试点工作座谈会,同时在全国12个省市、7个中央、国家机关部门进行了为期半年多时间的试点工作,参加试点的有5.2万个基层党组织,103.5万多名共产党员。在取得成功经验的基础上,党的十六届四中全会对在全党开展这项教育活动进行了全面部署。201X年11月7日中央正式下发了《中国共产党中央关于在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动的意见》。201X年1月5日,中央又召开了全国电视电话会议,对开展好这项教育活动提出了明确要求;1月14日中国共产党中央政治局常委参加第一批先进性教育活动,举行了新时期保持共产党员先进性专题报告会,****作了重要报告。这一系列活动和部署,足以说明党中央对先进性教育活动的高度重视。开展保持共产党员先进性教育活动是新时期加强党的组织建设、思想建设、作风建设的一个重大载体,是改革开放20多年来我们党在全党范围内开展的一次人数最多、规模最大的党员集中教育活动,是我们党建史上的一个创举。目前,有些同志对能否搞好这次教育活动或多或少心存疑虑:

(二)开展保持共产党员先进性教育活动是坚持用“三个代表”重要思想武装全党,使我们的党永葆先进性的一项重大举措。“三个代表”重要思想是马克思主义在中国发展的最新成果,反映了当代世界和中国的发展变化对党和国家的新要求,把握了我党作为执政党建设的规律,赋予党的性质鲜明的时代意义,赋予党的指导思想鲜明的时代精神,赋予党的宗旨鲜明的时代内涵,赋予党的任务鲜明的时代特征。党的先进性是历史的、具体的,不同时代有不同的要求,有不同
的内容。体现党的先进性,要求理论走在前列,觉悟走在前列,行动走在前列。党的十六大报告指出:

(三)开展保持共产党员先进性教育活动是促进经济社会发展,全面实现小康社会目标的重要保证。党的先进性总是与党在一定历史时期或历史阶段的中心任务紧密地联系在一起的。在新世纪新阶段,全面建设惠及十几亿人口的更高水平的小康社会,代表了人民群众的根本利益,反映了时代的发展要求,是 党的历史性任务,是党的先进性的具体体现。围绕十六大提出的奋斗目标,我县认真贯彻“三个代表”重要思想,坚持解放思想、实事求是、与时俱进,坚持落实科学发展观,确立了坚持开放兴县、产业强县、生态立县发展路子,提出了建设现代化新×××的战略目标,构划了三个文明建设协调发展的小康社会蓝图。这些战略目标符合中央的要求,符合×××的实际,符合人民群众的普遍愿望。完成上述艰巨的目标任务,需要党的建设新的伟大工程提供支撑,需要各级党组织和全体共产党员团结带领人民群众艰苦奋斗,关键看各级党组织的创造力、战斗力和号召力强不强,广大共产党员的先锋模范作用发挥得好不好。通过开展教育活动,最主要的就是把全县的共产党员的先进性进一步发挥出来,积极性进一步调动起来,创造性进一步激发出来,团结带领全县广大人民群众为实现既定的目标任务而奋力拼搏。
(四)开展保持共产党员先进性教育活动是推进党的建设,加强党
的执政能力建设的重要基础工程。党是由党员组成的,党的先进性要通过党员的先锋模范作用来体现,党的领导水平和执政水平的提高,要以提高党员队伍素质和加强基层党组织建设为基础。近年来,我县在加强基层党的组织建设和加强党员的教育管理等方面做了大量工作,全县35个党委、83个党总支、994个基层党支部、19000名共产党员,总体上是好的,党组织坚强有力,党员思想作风过硬,两个作用发挥明显,在推动全县的改革、发展、稳定作出了贡献,去年六月被省委授予“农村基层组织建设先进县”称号。但是随着经济社会不断发展和社会经济成分、组织形式、就业方式、利益关系和分配方式日益多样化,对党员的思想观念、价值观念、生活方式产生重大影响,党组织对党员的管理也面临新情况、新问题。对照“三个代表”要求,在少数党组织和部分党员中,也确实存在着一些“不符合”和“不适应”等问题:
一些党员理想信念动摇,党员意识和执政意识淡薄,带领群众前进的能力不强,难以发挥先锋模范作用;一些党员干部事业心和责任感不强,思想作风不端正,工作作风不扎实,脱离群众的问题比较突出;一些党员领导干部思想理论水平不高,解决复杂矛盾的能力不强,有的甚至以权谋私、腐化堕落;一些党的基层组织凝聚力、战斗力不强,有的甚至软弱涣散、不起作用。这些问题虽然发生在少数基层组织和少数党员身上,但在群众中的影响十分巨大,严重损害了党的形象和党的威信,影响到执政能力的发挥,削弱了党组织的创造力、凝聚力和战斗力。所以,开展先进性教育在我县具有很强的针对性,非常必要,迫切需要集中一段时间在党内开展保持先进性教育活动,着力解决党组织和党员队伍在政治素质、思想作风、工作能力、自身形象等方面存在的问题,通过先进性教育,使每个共产党员自觉增强党员意识,牢记党员标准,履行党员义务,发挥党员作用;通过先进性教育,使我们的党继续保持先进性,进一步巩固执政地位,提高执政能力,完成党的执政使命。
(五)开展保持共产党员先进性教育活动是深化效能建设,提高服务水平的一个有力措施。党的先进性教育有一个重要的要求就是要强化工作效能,提高服务于工作大局,服务于发展,服务于人民群众的
水平。201X年初以来,我县深入开展了机关效能建设活动,抓住了“增强服务意识、规范机关行为、提高行政效率、完善制度建设、转变机关作风、提高队伍素质、强化监督机制、严格考核奖惩”等八个方面的重点工作,整体推进我县的机关效能建设,取得了明显成效。
一是走访调研。机关效能建设从调查研究、查找问题入手,明确效能建设的目标要求。县效能办发放了1188份调查问卷,收到意见建议189条,梳理出存在的问题意见68条。各镇、各部门累计召开座谈会435次,参加座谈4718人次,走访企业3073家,农户7820户,下村3162次,征求到意见建议1241条。通过调研和听取群众意见,找准了机关效能方面存在的突出问题,使效能建设活动具有很强的针对性。
二是创新载体。一年来,在全县范围内推行了机关效能公开承诺,有26个具有行政许可职能的县级部门通过电视报纸向全县干部群众公开承诺,其他各部门的干部向群众进行了服务承诺,承诺人数1496人次并开展了“十佳群众满意干部”和“十佳外商优质服务部门”的评选活动。另外,还开展了机关部门、领导干部联镇、联村、联企、联户等“四联”活动,县级领导和有关部门共走访联系居民户498户。深化了“五承办”制度,做到了夜访群众及时承办、联系农户经常承办、帮扶结对重点承办、现场办公定期承办、驻村一周集中承办。建立了农村工作指导员制度,全县共配备农村工作指导员162人,其中省下派1人,市下派10人,县下派18人,各镇配备133人。广大指导员深入基层开展民情调研、政策法规宣传、化解矛盾纠纷、富民强村服务,基层组织督导,积极帮助解决农村工作中的一些突出问题,受到基层干部、群众的好评。
三是强化整改。针对我县机关中存在的行政行为不规范、行政效率不高、审批环节过多、干部素质不高等问题,广泛征求群众意见,落实措施,整改提高。进行了审批制度改革,取消了不必要的审批环节和审批项目,提高办事效率;组建了青年干部讲座中心,加强对机关干部的学习教育,提高素质;落实了有关工作纪律和禁令,切实转变作风。共发出《行政效能监察报告》24份,电话告知7份,教育批评与诫勉谈话71人,责令检查15人,单位通报批评16人、科室3

Can money buy happiness? Different people have different opinions. Some think yes, while others hold the opposite.
