开展后续审计对于帮助被审计单位加强整改、促进管理水平提高、维护审计权威和提高审计工作质量具有重要意义,做好后续审计要把握好五个环节。
(一)熟悉审计决定,落实后续审计工作责任
后续审计一般是在下达审计结论,被审计单位整改后进行离审计时有一定时间间隔,而且开展后续审计的人员不一定就是原审
计人员,所以,后续审计人员对审计决定和审计意见不一定十分清楚。在开展后续审计前,审计部门要做好审前准备,要对审计期间的各类审计决定和审计意见进行认真收集,充分掌握资料,并做好分类,将相对应的被审计单位审计回复(整改报告)进行清理。组织审计人员进行学习,熟悉审计决定、被审计单位整改报告和审计依据等资料,找准审计决定和审计意见中的重要问题和疑难问题,逐条列出后续审计清单,将后续审计任务分解落实到每个审计人员,为现场审计打基础。
(二)检查被审计单位的审计回复
审计回复(整改报告)是被审计单位对审计报告提出的审计发现和建议做出答复的一种书面文件,是执行审计决定和审计意见的一种强制性要求。在规定的整改期限内向审计部门报告存在问题整改情况,是落实审计决定的具体体现。对审计回复的检查主要分三种情况:一是完全没有报告整改情况的。如果被审计单位没有在规定的整改期限内报告整改情况,要作为后续审计底稿的报告内容。二是在检查审计回复时,要重点检查审计回复是否充分;对整改报告中已经整改的问题,要分析被审计单位整改的方法是否正确、措施是否有效、整改是否彻底。三是对审计回复中未采取纠正措施的问题,看是否有未整改的原因等详细说明,未整改的理由是否充分等。
(三)关注已整改问题的真实性和有效性
后续审计时,对被审计单位整改报告中已经整改的问题,要关

致、实现程度如何,有没有言过其实的情况。三是看是否存在根本未整改,而审计回复中报告称已经整改的情况,看是否有弄虚作假行为。对已经整改到位的,不做审计底稿,但要做好复印、笔录等审计取证工作,并作为后续审计资料保存。

对在审计决定规定的整改期限内未整改到位的,要作为后续审计的重点。对未整改的问题,要实事求是地进行分析。对主观故意不进行整改的,在交换审计意见时要督促其落实整改责任;对历史遗留问题等客观原因未整改到位的,要说明情况并有详细实在的整改方案;对因政策变化使问题整改成为不必要的,不应作为未整改问题;对审计机构在对被审计单位实施审计过程中,因某种原因出现漏审或错审的情况,对于错审的,在后续审计时应及时修正。在后续审计过程中,只要是未整改到位的,都要做好审计日志,形成审计工作底稿。
(五)认真做好后续审计记录基础工作
为了有效规避审计风险,在后续审计过程中,审计人员要认真做好审计日记。后续审计主要工作资料来源于五个方面:一是审计人员自身产生的记录,包括工作信件以及描述后续审计性质及结果的记录,如审计日记、审计工作底稿、调阅资料清单等。审计底稿要载明检查问题出自哪个审计结论,并说明被审计单位是否在回复中报告等。二是对被审计单位的审计结论和审计意见等结论性资料。三是被审计单位以审计回复的形式产生的书面记录,包括对计划采取纠正措施的描述及实际中已对审计报告中确认的审计发现采取整改措施的文字资料等。四是各种检查取证资料。对于已经整改的重要问题,所进行的复印、记录等调查取证资料,也要作为后续审计资料进行收集归档保存。五是后续审计报告。后续审计报告是对后续审计的工作总结,也是对审计工作效果的反映。后续审计报告要说明后续审计的目的、重申以前的审计发现问题和审计建议,概括所采取的纠正措施,后续审计时的审查结果,以及审计人员对纠正措施的评价。审计人员要认真收集整理好各类后续审计资料,并做到审结卷成,归档管理,以便索引查阅。

是重点了。于是,在一开始的时候是些根据首都名称写国家名称,都是英文的;接下来是给你几个国家首都的城市名称让你在一个世界地图上把他们的位置选出来;然后是给你几个国家所在的时区,让你推算在某某国家几点的时候在另外的一个国家应该是几点;接下来还有一段阅读理解关于SHIPPMENT:然后就是英翻中,中翻英各一段。就这些。于是我下了首都和国家应为名字对应列表,背了一下午,然后腰子又来给我讲了世界时区的换算,对于我这种地理白痴真是无奈无奈。总算是有点进步能看的出来的。
但是,我参加的笔试不是那样。大概是由于以前的笔试往往过滤人都是通过英文的那一个板块吧,我参加的时候竟然一开始就让做英文题,合格的才能继续做别的。一开始,DHL的HR点名字挨个发笔试试题,我拿到的题和南瓜说的一点也不一样。大概是申请职位的不一样的缘故吧,因为看到我斜前方的那个哥哥的试题隐约是有一些地图的东西。题只分了两部分,第一部分是给了一篇短文,大概有四段吧,很简单,英翻中是我的强项啊。是讲DHL的文章。大概是说DHL员工的所必须的三个价值观,TEAM、INNOVATION/IDEA
和 SERVICE。分段阐述。我翻的真的很好,完全符合信、达、雅的要求。呵呵。第二部分是5道简答题,第一题是你将如何开展新工作,第二题是你将怎样建立和他人的和谐关系,第三题是描述一次你不得不通过电话向客户的抱怨做解

释的经历,第四题是描述一段你处理过的混乱场面,第五题大概是说你如何跟进新的资源。我第五题不是很确定,是因为我的词组知识匮乏的让我只能瞎猜一下,似乎是问KEEP UP THE DATE WITH NEW INFORMATIOM……,KEEP UP我查字典才知道是跟进的意思,不知道DATE WITH是不是一个词组,难道是KEEP UP ……WITH,不得而知了。呵呵,英语很白痴吧。于是这道题我就写了一句话,AS SOON AS POSSIBLE。于是匆匆交卷。结果HR的大妈翻翻我的卷子很和蔼和慈爱的说,我在给你一次机会,年轻人不要轻易的就放弃,不然会后悔的。我当时感动的不行,拿回卷子,但是还是无能为力。一直冥思苦想到最后一分钟不得不交卷。后来我们这些最后交卷的人的卷子,连批都没批,另一个HR,在现场简单的翻了翻,结果我就被PASS了,我想她一定连看都没有看我的英翻中。
我已经不再把这种淘汰称为残酷了,很正常,因为我也有在抓紧时间的加强我的英文呢。我想假如我还能坚持自己,我会有一天进入一家不错的公司的。只是我不知道,这种坚持会有多久,因为我现在很需要一个工作。

(1)读后续写不是随心所欲,是要在引导语(开头语)和提示词的帮助下完成续写部分。如《考试说明》样题中规定“应使用5个以上短文中标有下划线的关键词语(10处)”。这些关键词语类似于传统写作中的要点提示,如人物、地点、事件,但是不同点在于这些关键词语并不是全用。这样考生可根据自己的理解有很大的自主权。另外,所续写部分不能脱离各自段落的首句开头语,即:不能另起炉灶。这些开头语与传统写作中的开头语类似,在某种程度上引导你的思路向哪方面发展。
(2)续写短文多以记叙文故事类文章或者夹叙夹议类文章为主,故事情节有曲折、有起伏,但是,故事线索的逻辑性比较强。这样考生能够根据提示词语,顺着原来文章的思路续写文章,并适当发散。
(3)读后续写要求读写并重。与阅读理解题一样,读后续写同样需要对本篇文章精确理解,这样所续写部分才不至于偏离主题,就这方面而言有点类似阅读理解题中对文章后续发展的推断,如“Whatwould happen ne xt?”。

(1)精读文章,确定文章线索。每篇文章都有各自独特的写作思路,通过精读文章,找到该篇文章的写作线索,如是以时间为线索还是以空间为线索等,这样有利于考生“顺藤摸瓜(结尾)”。

(5)标出续写部分中使用到的原材料中标有下划线的关键词语。这一点可以帮助考生自己检查关键词的使用情况并根据情况做出修改。最后在誊写文字时,务必做到“字迹工整、清晰”。
5. 备考建议
面对读后续写这一新写作题型,在了解了其特点和写作技巧之后,考生只要加以适度练习,对此新题型可以做到得心应手。
1. 充分利用记叙文故事类的阅读理解或者完形填空。考生在做此类文章的试题时,读到适当的位置,可以短暂停止,根据已读部分文章的脉络,对文章进行发散思维,设想可能的几种结尾,最后对照原文的结尾,看自己的设想是否与原文一致。
2. 经常实施微型化训练,也就是对所读文章的某一段落进行设想。根据某一段落的首句提示,结合文章的上文对该段进行合理设想,具体推断该段可能要讲述的内容。

语言理解的主要方式有听和读,语言产出的主要形式有说和写。从听说读写四种基本语言技能来看,理解和产出有四种组合,分别是:听说结合、听写结合、读说结合、读写结合。这些结合都能促进语言学习,但是它们的区别是理解与产出结合的强度不同。两者结合越紧密,交互协同越强劲,拉平效应越显著,学习效率越高。以理解与产出紧密结合的标准来衡量,读后续写不仅将理解与产出紧密结合起来,而且符合外语语境下听说机会较少而读写条件充分的特点,是一种提高外语学习效率的好方法。基于以上认识,我们提出以下教学建议。
(一)形式要多样
读后续写的教学形式除了读写结合外,还可以用听说结合、听写结合、读说结合等。比如,听说结合可以是先听后复述,或听后说出每一段的段落大意;听写结合有各种听写方式,包括听后写出文本的主题大意;读说结合有读后口头复述课文,或读后进行小组讨论以把握故事发展线索。
(二)方法要灵活
为了帮助学生理清思路,教学时可以保留被抹去段落的主题句或者段落首句;或者提供开头或结尾,要求续写中间部分;或者画出阅读材料中有助于续写的短语、句型或关键词,提醒学生运用;或者让学生分小组讨论阅读材料的续写内容,加强互动,激活想象力,合作完成续写任务。
(三)选文要适合
阅读材料的语言难度要控制,要易于模仿。生词太多、语言太难会影响理解,不利于续写。阅读材料不宜太短。阅读材料是模仿的样板,材料适当长一些,内容就丰富一些,语言变化也多些,这样续写思路更加明确,协同更易发生,内容更加连贯。多向学生推荐阅读材料,进行不加限制的续写,启发思维,提高阅读写作能力,巩固语言知识。如推荐OHenry 的短篇小说“TheCopandtheAnthem ”“TheGiftoftheMagi ”“TheLastLeaf ”“ACosmopoliteinaCafe ”以及MarkTwain 的“RunningforGover-nor ”等等。
(四)评价要促学
批改和评分要以促学为导向。评分标准要包括内容和语言两个方面:续写的内容要求思维清晰,想象丰富,与阅读材料的内容连贯;语言表达要求准确流畅,使用阅读材料中的词语和句型较多且恰当。
